【摘要】:1.1Purpose8212;Thepurposeofthisguideistodescribeascientificmethodologyforconductingenvironmentalhealthsiteassessments(EHSAs)formilitarydeployments.EHSAsarepreparedtoevaluatepotentialenvironmentalexposuresthatmayimpactthehealthofdeployedpersonnelasdirectedbyPresidentialReviewDirective5;Chairman,JointChiefsofStaffmemorandumMCM-0006-02;andDepartmentofDefenseInstruction6490.3.Thisguideisintendedtoassisttheuserindevelopingconceptualsitemodels(CSMs)fordeploymentsites.CSMsareusedtodefinetheexposurepathways.Theexposurepathwaysassistintheevaluationofpotentialhealthimpacts.Thegoalofthisguideistoidentifycompleteandpotentiallycompleteexposurepathwaysthatmayaffectthehealthofdeployedpersonnel.1.2Thisguideprovidesaseriesofstepsdesignedtoobtainsufficientinformationtoevaluatepotentialenvironmentalexposuresthatmayaffectthehealthofdeployedpersonnel.Itismostapplicablewhenonlyalimitedamountofinformationaboutthedeploymentareaisavailable.Ifitbecomesapparenttotheenvironmentalhealthprofessionalinpredeploymentplanningactivitiesthatsufficientinformationexiststoevaluatethehealthsignificanceofpotentialenvironmentalexposures,itwillnotbenecessarytocompletethedatacollectionactivitiesdescribedinthisprocess.Inthisevent,theenvironmentalhealthprofessionalwilldocumenttheirjustificationfornotcompletingthedatacollectionactivities.Anobviousexamplewouldbedeploymenttoamajorcityinadevelopedcounty.1.3Informationgeneratedbythisprocesswillbeusedforenvironmentalhealthriskassessments.Environmentalhealthriskassessmentsarebeyondthescopeofthisguide.1.4Thisstandarddoesnotpurporttoaddressallofthesafetyconcerns,ifany,associatedwithitsuse.Itistheresponsibilityoftheuserofthisstandardtoestablishappropriatesafetyandhealthpracticesanddeterminetheapplicabilityofregulatoryrequirementspriortouse.
